There are thousands of web-cams in the internet taking images of very interesting places of the world, e. g. the ships passing the Panama Canal or the animals in a zoo. Up to now,  there is nearly no simple tool available to display the image data taken by a web-cam. Normally, the display of web-cam images is done with your favourite web-browser (MS-Explorer, Netscape etc.), which itself makes use of JAVA programs or JAVA applets.

Although a user is accustomed to operate high performance computer graphic software, these JAVA programs do not allow such graphic power (and, of course, they do not offer any 3-D graphic acceleration at all). Therefore, a high replay display rate (20 Hz or more) is normally not achieved. 

Besides, the presentation of the web-cam images within the HTML-browser's window with all its menus and control buttons affects the observation of the image contents, i.e. the observer is easily distracted. Due to the large number of static elements of the browser's window, it is difficult to position in parallel several web-cam images on the computer's screen. 

Therefore, a "simple and smart" HTML-browser has been developed by Pixel-Globe dedicated to gather the image data from various web-cams and to replay the images with an optional display rate to be selected in a range from 1  to 20 Hz. Both functions are performed simultaneously effecting an easier operation for the user.

The program WebCams for observing a web-cam image adjusts automatically its window frame to the provided image size.  (The above image shows exemplary the web-cam of  the Times Square in New York). Furthermore, the program WebCams allows to scale (enlarging or reducing) the image in size by moving the mouse wheel or dragging any window border. 

A menu bar consisting of seven buttons is arranged above the image display. These buttons have the following functions::

Establishing the connection with the selected web-cam
Interrupting the connection and re-establishing the connection
Original image size
Selecting the desired image rate of replay (1 ... 20 Hz)
Deleting the image (only the selected one)
Opening the web cam list file (*.wcl) 
Editing the loaded web cam list file

Below the menu you find the name of the web cam as selected from the web cam list file. A small text line is arranged in the topmost part of the image area indicating the following information data:  

UTC: 19:59:14.671 download time of image (universal time coordinated)
( 04 / 04 ) shown image number / image count
100 % size of window
20 Hz display rate

These data refer to a single image. Below the image you find a scroll bar with additional functions, whereby > initiates the automatic cyclic replay of all loaded images with the selected display rate in forward direction and < initiates the same in backward direction.

Dragging the slider in the center part selects an individual image. 

The configuration of WebCams is controlled by a so-called  web cam list  file (File *.wcl). The structure of this file is very simple and is explained with the following example:

The file constitutes of line pairs:

URL Internet address (without http://)
NAME A free left space for denominating the camera

Example:
URL www.bayern3.de/netradio/campic/b3_studiocams/cam1_moderator.jpg
NAME Munic - Radio Bayern 3

The maximum number of images stored for review is presently limited to 50 (Version 1.0). 

You can download for free the two necessary programs building up WebCams (Vers. 1.0) :

WebCams  and the Intel JPEG-Library (Thanks to the Intel - company which have cancelled this tool from there software library). 

On a Win-XP-system  you should install the Intel-JPEG-DLL ijl15.dll in the folder c:\windows\system or c:\windows\system32

On a Win-NT- or  Win-2000-system youd should  install the Intel-JPEG-DLL ijl15.dll in the folder c:\winnt\system or c:\winnt\system32
